New shopping centre rises in South Africa’s most popular city

Abland Property Developers has announced that construction began at the Central Blue Shopping Centre, which will offer a new retail destination in Cape Town.

The Central Blue Retail Centre in Cape Town is one of the biggest developments in the Central Blue development in Blue Downs.

Central Blue is a major lifestyle and mixed-use development located on Hindle Road in Blue Downs, Cape Town.

Developed by Citra Construction, it is designed as a neighbourhood within a neighbourhood in Cape Town.

The development aims to provide affordable yet modern housing, with a strong emphasis on security and community infrastructure.

The estate consists of roughly 1,800 planned homes across several villages, each catering to different budgets and styles.

  • Indigo Heights & Ruby Heights are primarily focused on apartment living.
  • The Emerald Village features 2 and 3-bedroom freestanding homes.
  • Ochre Place offers eco-conscious, thermally insulated townhouses.
  • On Tucker features a newer collection of 2 and 3-bedroom townhouses and apartments.

There is a strong focus on providing a modern estate with everything residents need, including security, education, and connectivity.

An on-site Curro School is planned to provide affordable private education directly within the estate.

Central Blue uses a layered security approach, including 24/7 manned patrols, gated access for individual villages, CCTV, and drone monitoring.

Homes in the estate are sold fibre-ready, often bundled with 3 months of free internet, and the location is also positioned for future MyCiTi bus route extensions.

Central Blue Shopping Centre construction starts

The Central Blue Shopping Centre, also known as the Central Blue Retail Centre, is a significant upcoming feature in the heart of the estate.

This 8,000-square-meter shopping centre is set to include two anchor tenants, various line stores, and a food court.

Abland Property Developers confirmed that tenants include Superspar, Tops at Spar, Clicks, Cashbuild, KFC, Capitec, Hungry Lion, a 24-hour laundry, and a butchery.

The shopping centre will also include a filling station and a restaurant pavilion designed as a central architectural highlight.

The retail centre, which will form the heart of the broader Central Blue estate, will integrate with other amenities, including parks and a private school.

The project officially broke ground in November 2025 and has an estimated completion date of 22 October 2026.

It is being built on a 1.8-hectare plot at the intersection of M54 and Endurance Road. It aims to provide a shopping experience that emphasizes convenience.

On 30 January 2026, Abland Property Developers announced that construction had begun at the Central Blue Shopping Centre.

The developer also provided a look at what people from Central Blue and Cape Town could expect from the new shopping centre.
