New R20 billion luxury estate coming to South Africa
IFA Hotels & Resorts has unveiled its R20 billion Zimbali Vision 2030, a long-term, coastal development on KwaZulu-Natal’s North Coast featuring a world-class marina and a new country estate.
The internationally acclaimed developer behind successful luxury, hospitality, and mixed-use destinations, IFA Hotels & Resorts (IFAHR), recently unveiled its Zimbali Vision 2030.
This concept is designed to reshape KwaZulu-Natal’s North Coast and redefine how people in the area live, holiday, invest, and experience luxury living.
Zimbali Vision 2030 is a long-term commitment to the region’s future of sustainable coastal living. At the centre of the vision are two projects – a world-class marina development and the Zimbali Country Estate, positioned across the N2 from Zimbali Lakes.
Together, they expand the Zimbali footprint and integrate sustainable living on a scale rarely seen in South Africa.
“Zimbali Vision 2030 represents the convergence of global expertise and local ambition,” said IFA Hotels & Resorts South Africa CEO Werner Burger.
“We are introducing international design, infrastructure, and lifestyle concepts to South Africa, many for the first time in KwaZulu-Natal, and in some instances, the first in Africa.”

Over the past 20 years, the group has invested more than R30 billion across two key projects – Zimbali Coastal Resort and the Zimbali Lakes Resort.
The Zimbali Lakes Resort is currently under construction and includes the Ernie Els Signature Course, which was opened by golfer Ernie Els in April 2025
The Zimbali Marina and Zimbali Country Estate mark IFAHR’s third major long-term investment cycle, reaffirming its commitment to KwaZulu-Natal’s economic future.
The introduction of the Zimbali Marina and Zimbali Country Estate will expand the brand and master plan from R30 billion to an estimated R50 billion.
It will also create a 20-year development pipeline and position KwaZulu-Natal as one of South Africa’s most competitive coastal destinations.
The first of the two concepts, the Zimbali Marina, is a response to the national government’s marine-economic initiatives.
The Zimbali Marina aspires to establish a vibrant waterside destination that integrates tourism, leisure, fishing, commercial and hospitality activity.
The goal is to position KwaZulu-Natal’s North Coast as a globally competitive coastal destination by creating a recreational landmark marina and introducing premium waterfront residential living.
A proposed breakwater structure will convert an unsafe beach into a swimmable, family-friendly shoreline, strengthening public safety, tourism appeal, and ecological resilience.
Zimbali expands its footprint

The Zimbali Country Estate, the second dimension of the group’s vision, will present new land and lifestyle prospects.
Scheduled to launch in early 2026, the Zimbali Country Estate will introduce approximately 1,000 new residential opportunities from one-hectare Gentleman’s Estates and Farm-Style acre plots to residential sites priced from under R1 million.
Designed as an agriculture-integrated precinct, the Zimbali Country Estate will offer sustainable countryside living within a secure and modern estate framework.
The Zimbali Marina and Zimbali Country Estate development will further enhance a self-sustaining suburban ecosystem where golf, nature, agriculture, lifestyle, tourism, hospitality, and commercial activity integrate within one visionary master plan.
The Zimbali Vision 2030 aligns with the national government’s strategic objectives for economic transformation, tourism expansion, infrastructure development, job creation, and sustainable community development.
The Zimbali Vision 2030, in conjunction with current developments, is expected to generate approximately 40,000 direct and indirect jobs.
The contractor strategy mandates the prioritisation of local labour, the support of small regional contractors and a sustained commitment to training and skills transfer.
Zimbali Lakes has already demonstrated progress in this regard, including the development of a majority-female golf course maintenance team that has been upskilled through specialised training programmes.

Ecological challenges

Independent studies of the Othagathi River, Begota Stream, and estuary have revealed urgent ecological challenges. Zimbali Vision 2030 introduces a long-term environmental approach, including –
- Estuary rehabilitation
- Pollution control and water-quality improvement
- Biodiversity and shoreline protection
- Ongoing engagement with environmental and municipal authorities
- A portion of future sales will be earmarked for long-term environmental sustainability and social responsibility
The group stated that a well-managed marina can actively enhance ecosystems, improve water quality, restore habitats, and strengthen environmental resilience.
An inclusive, consultative approach is being followed, with engagement already underway with environmental, wildlife, and municipal authorities.
The necessary town-planning and environmental legislative processes will be undertaken, with specialist studies already identified and prepared to commence.
The strong pursuit of coastal safety will be achieved through collaboration with the National Sea Rescue Institute (NSRI), which aims to establish a dedicated rescue base and boat-launch facility within the Zimbali Beach Club.
This partnership is aimed at strengthening coastal emergency response for residents, visitors, and commercial operators.
